The national system of educational welfare after the law 12.594/12: thoughts developed after the experience of the city of Florianópolis, Santa Catarina

Abstract

The present study intends to elaborate a panorama of the social-educative system of Florianópolis city, located in Santa Catarina’s state, Brazil, after Law number 12.594/12 promulgation. The brazilian’s Estatuto da Criança e do Adolescente (“Children and Adolescent Statute”), from 1990, hasn’t established the social-educative procedures to the juvenile transgressors after they are condemned by the Justice, which were developed by Law number 12.594/12, responsible for creating what is called the “Sistema Nacional de Atendimento Socioeducativo” (“National Social-educative System”). The followed investigation verifies the new system’s practical implications by the example of Florianópolis, identifying its characteristics through the analysis of documents and interviews with the system’s administrative and justice operators.
